Equity - Out Of School Children
Reaching gender and social category gaps in elementary education, is one of the four goals of Sarva Shiksha Abhiyan. Therefore, it has become mandatory to ensure that, every child is able to complete elementary education. The State has been able to provide access to schooling to every child to great extent. The RTE guidelines declared by the State have also helped to improve retention.

Even then the studies conducted by ASER and UNICEF indicate that a small percentage of out of school children still exists in certain pockets of the State. The challenge before the State therefore, is to identify this hard-to-reach never enrolled and out of school children and to bring them back to the school. The School Management Committee (SMC) is a major stakeholder to actively ensure uninterrupted education of never enrolled and enrolled but irregular as well as children in difficult situation.

As a process of empowerment of SMCs each school was asked to prepare School Development Plan with special reference to RTE compliance. For the first time the State was able to collect data from the School Development Plan particularly, out of school children from disadvantaged groups like girls, SC, ST and Muslims.

The following table is an indicator of the current situation of Out of School children in the State. The figures are based on the data collected from SDP and are provisional as the re-checking of the figures is still an ongoing activity.
